LA CSSD Director Golightly Recognized for Public Service By LA Board of Supervisors

On February 11th, the Los Angeles County Board of Supervisors recognized Dr. Steven Golightly, Director of Los Angeles County Child Support Services Department (Los Angeles County CSSD) who is retiring on February 29th. For 12 years, Dr. Golightly has served as director of the nation’s largest locally-administered child support agency, leading historic and significant advances to improve child support services for families and children through the efforts of Los Angeles County CSSD’s 1,600 child support professionals.

“It has been a great honor and privilege to be in a position of leadership with so many talented, skilled and passionate
individuals with whom I have worked side by side,” reflected Dr. Golightly. “My career has been focused on programs directed towards low income children and families. I’m very proud of what we have been able to accomplish collectively. I can only hope that in the years to come I am remembered as someone who tried to make a difference in the quality of life for those we serve.”

During Dr. Golightly’s tenure, Los Angeles County CSSD has been a leader in efforts nationwide in bringing new social service and family-centered approaches to the delivery of child support services. In 2019, Los Angeles County CSSD was recognized as the Most Innovative Child Support Agency by the California Child Support Directors Association (CSDA). Los Angeles County CSSD’s ground-breaking efforts included improving processes and using forecasting to increase the collection of child support and reducing wait times for the establishment of cases for families and children. In 2018-19, Los Angeles County CSSD collected over $507 million in child support for families.

In 2018, Dr. Golightly received the CSDA Truly B. Knox award for his contributions to the California child support program. Prior to leading Los Angeles County CSSD, Dr. Golightly served as the Acting Director of the Los Angeles County Department of Public Social Services from 1999-2002. He also served as the Regional Administrator for the U.S. Department of Health and Human Services/Administration for Children and Families in Atlanta, Georgia. Dr. Golightly also served as President of the Los Angeles County Management Council for five years and was a past president of the California Child Support Directors Association and the National Child Support Enforcement Association.
