Changes are Coming to the Compromise of Arrears Program

Currently, the California Department of Child Support Services (CA DCSS) is working on improvements to the Compromise of Arrears Program (COAP), which is available to parents paying child support who wish to reduce the debt owed to the state of California. The COAP application is being modified to make it more manageable and useful for applicants, county, and regional staff. The current form is nine pages long and will be reduced to a two-page form plus instruction pages, which will make it easier to complete and review. The English version of the form is finished; translation into Spanish is underway by internal bilingual staff, and both versions will be reviewed for consistency and released by the end of the month.

Also, Technology Services Division (TSD) software developers and design teams are creating a revised COAP system application – replacing the two databases currently in use – that will be better aesthetically, easier to navigate, and removes the manual COAP process. This all-new technology is called “Solution COAP” (or SCOAP), and the data intake feature is underway, other features are under review and even more are continuing through the design process. Based on the assessment of the initial functionality needed for COAP, the estimated initial release statewide will be mid-2020. As progress is made, you will be informed of the status of the project and how this change will impact all stakeholders.
