News Flash -New EPC/Direct Deposit Enrollment Forms Required as of April 1 and New Domestic Enrollment Publication Available

On April 1, 2019, the Electronic Payment Card (EPC) enrollment process is changing as a result of revisions to the federal Regulation E set forth by the Consumer Financial Protection Bureau (CFPB).

Due to the CFPB changes to the EPC enrollment form, the direct deposit enrollment forms will be changing as well. THROW AWAY YOUR OLD FORMSthey will not be accepted by the California State Disbursement Unit (SDU) after April 1st.

There will now be four forms for EPC and direct deposit enrollment instead of one:
• Domestic Direct Deposit Enrollment
• International Direct Deposit Enrollment
• Domestic EPC Enrollment
• International EPC Enrollment

Since card fees must now be disclosed to payment recipients BEFORE signing up for EPC, changes are being made to the SDU automated phone information and the CA DCSS website to fulfill this requirement, and all of the forms associated with the EPC including terms of use, card carrier and transaction/periodic statements have been updated in accordance with the CFPB ruling.

The new Domestic and International Direct Deposit Enrollment forms and Domestic and International EPC Enrollment forms will be available on the CA DCSS website for case participants to download and mail to the SDU. Local child support agency (LCSA) staff can find them to download and print on California Child Support Central in the Forums section under FIDM:

California Department of Child Support Services has created a new hand-out for those receiving child support payments. The new publication presents the options for receiving child support payments and includes both domestic enrollment forms with a detachable envelope addressed to the SDU for easy mailing! This can be handed out at events or picked up in LCSA or family law facilitator offices. An initial supply will be shipped to all counties by mid-March.
