Organizational Change Management (OCM) is in full-swing at the California Department of Child Support Services (CA DCSS)! The OCM Team has been busy helping support the ‘people side of change’ while we also test our OCM methodology, tools and templates on our two pilot projects.

This month we started supporting a new effort. Have you heard about Project Blueprint? This project seeks to improve the speed, efficiency and amount of changes that can be made to the Child Support Enforcement (CSE) system. To do this, it requires CA DCSS to move towards a ‘Cloud’ based infrastructure and to make additional technical optimizations. By doing this, CA DCSS will be able to make timely improvements to CSE on a more continuous basis. This is a very high-level explanation of the changes and we will provide more details in the future.

The executive sponsor spearheading this effort is David Kilgore and the project director is Charley Jones from the Technology Services Division. In the future, Xiong Yangpao from the Office of Enterprise Project Management will play an integral part in the project management support activities. Until then, Charley will be working on critical foundational project elements. This project is in the early stages and we’ll share more information in the next couple months.

Over the past month, CA DCSS has also actively been recruiting for three full-time OCM Facilitators to staff the OCM Unit. The OCM Project Manager and Lead, Abe Mendoza, will lead the OCM Unit to implement OCM on various change initiatives throughout CA DCSS. In the first few months, the OCM Unit will go through extensive change management training while continuing to support Forms Modernization and Communications Improvement projects at CA DCSS.
