Organizational Change Management Project Update

By: The OCM Team

The Organizational Change Management (OCM) Team is cruising along supporting the ‘people side of change’ while also testing our OCM approach that includes tools and templates on our two pilot projects.

Our first OCM pilot, Forms Modernization Project, seeks to implement the changes needed to support Assembly Bill 976, as well as a delivery method, structure and governance to support electronic filing. On July 31, we held the Forms Modernization Onramp event at CA DCSS for staff to learn about the project, ask questions and build an ice cream sundae. We’ll share more about the event and project updates in Issue 2 of Forms Modernization Project News coming out later this month.

The Communications Improvement Project is also making progress with David Kilgore as the Executive Sponsor and Mike Dorsey as the Project Manager. To date, two recommendations from local child support agencies (LCSAs) have been implemented to improve communications between CA DCSS and the local agencies. LCSA Regional Meetings will now be facilitated by CA DCSS Regional Administrators (RAs) with agenda items being region-specific. The second recommendation being implemented is restoring the RAs to their original role of being the conduit for communication between DCSS and the LCSAs. A project team is being identified to validate, analyze and implement the remaining recommendations. This project will pick up speed in the next month, so stay tuned for more information!

We will share more information as we continue to test and refine our OCM approach on our two pilot projects. In the meantime, if you are interested in learning more about what we are doing, the OCM Team has recorded three webinars:

1) OCM Overview
2) ADKAR Overview, and
3) OCM at DCSS.

All three webinars are available in Child Support University and can be found by conducting a course search for “Organizational Change Management”. Keep a look out for additional OCM webinars in the next few months and if there is a specific topic you are interested in please email us at
